At Brownells, we prioritize the safe and responsible shipping of our products. This page serves as a resource to help you understand Brownells’ requirements for shipping restricted items to certain states. If you are purchasing a product that requires documentation, please upload it at the end of your order submission to ensure timely processing. If documentation is not provided, your order will be placed on hold, and our customer service team will reach out. Please note that if the required documentation is not submitted within the requested timeframe, the order may be cancelled.

Age requirements: You must be 18 years of age or older to purchase shotgun or rifle ammunition and 21 or older to purchase handgun ammunition. You must be 21 or older to purchase handguns, receivers, frames, actions, and suppressors, and 18 or older to purchase rifles and shotguns. Minimum age requirements may vary by state.

California

Ammo

All ammunition must ship to an FFL holder or approved ammunition vendor, OR the purchaser may provide one of the following:

  • Ammunition Vendor License
  • Type 03 FFL with a Certificate of Eligibility
  • Proof of status as an active-duty police officer
  • Law Enforcement departments or agencies must provide purchase order on department/agency letterhead
  • Military departments or agencies must provide purchase order on department/agency letterhead
  • FFL holder must provide a copy of their FFL

Firearms

  • All handguns and handgun frames must appear on the CA Approved Handgun Roster, unless being purchased by law enforcement/military.
    1. Single action revolvers with barrel length of 3 or more inches AND overall length of 7.5 inches or more do not need to appear on the roster.

  • Certain semi-automatic, centerfire rifles and shotguns considered to be “assault weapons” will only be shipped if purchased by Law Enforcement/Military departments or agencies or by firearms dealers with an FFL and Dangerous Weapons permit.
    1. California-defined assault weapons include, but may not be limited to:
      • Semi-automatic long guns (rifles, shotguns, “other”) having an overall length less than 30 inches
      • Semi-automatic, centerfire rifles having a detachable magazine and one or more of the following: flash suppressor, pistol grip, forward pistol grip, grenade launcher, flare launcher, folding stock, telescoping stock, or thumbhole stock
      • Semi-automatic, centerfire rifles or semi-automatic shotguns having a fixed magazine with capacity greater than 10 rounds
      • Semi-automatic shotguns having a folding or telescoping stock, and one or more of the following: pistol grip, forward grip, or thumbhole stock
      • Semi-automatic, centerfire “Other” firearms having a detachable magazine, and one or more of the following: magazine outside pistol grip, barrel shroud, flare or grenade launcher, flash suppressor, folding stock, handguard, pistol grip, second handgrip, telescoping stock, threaded barrel, or thumbhole stock
  • Items falling under the provisions of the NFA will only be shipped if purchased by Law Enforcement/Military departments or agencies. These items include:
    1. Suppressors (Silencers) 
    2. Short-barreled rifles
    3. Short-barreled shotguns
    4. Machine Guns
    5. “Other firearm” type using shotshells and having barrel length less than 18 inches or overall length less than 26 inches (Treated as an NFA item in California, but Federally may not fall under the purview of the NFA)

Magazines

Capacity limit: 10 rounds (but does not include tubular 22 magazines or tubular magazines contained on a lever-action rifle). Also includes any part or parts capable of converting a magazine into a large capacity magazine.

To ship magazines with a capacity greater than 10 rounds and/or parts capable of converting a magazine into a large capacity magazine, the purchaser/recipient must provide one of the following:

  • Proof of status as an active-duty police officer
  • Purchase letter from an exempt organization (armored car company, movie production company)
  • Permit to possess and/or transport assault weapons and/or .50 BMG rifles
  • Law Enforcement departments or agencies must provide purchase order on department/agency letterhead
  • Military departments or agencies must provide purchase order on department/agency letterhead
  • FFL holder must provide a copy of their FFL and Large Capacity Magazine Permit

Colorado

Magazines

Capacity limit: 15 rounds. Also limits tubular shotgun magazines to accept no more than 28 inches of shotgun shells and nontubular detachable magazines to accept no more than 8 shotgun shells. Does not include tubular 22 rimfire magazines or tubular magazines for a lever-action rifle.

To ship magazines with a capacity greater than 15 rounds, and/or nontubular detachable magazines which accept more than 8 shotgun shells, the purchaser/recipient must provide one of the following:

  • Proof of status as an active-duty police officer
  • Proof of status as an active-duty military member
  • Law Enforcement departments or agencies must provide purchase order on department/agency letterhead
  • Military departments or agencies must provide purchase order on department/agency letterhead
  • FFL holder must provide a copy of their FFL

Connecticut

Ammo

All ammunition must ship to an FFL holder OR the purchaser may provide one of the following:

  • Permit to carry a pistol or revolver
  • Permit to sell at retail a pistol or revolver
  • An eligibility certificate for a pistol or revolver
  • A long gun eligibility certificate
  • An ammunition certificate AND motor vehicle operator’s license, passport, or other valid government-issued identification showing date of birth and photograph
  • Proof of status as an active-duty police officer
  • Proof of status as an active-duty military member
  • Law Enforcement departments or agencies must provide purchase order on department/agency letterhead
  • Military departments or agencies must provide purchase order on department/agency letterhead
  • FFL holder must provide a copy of their FFL

.50 BMG ammunition will only be sold to law enforcement and military members.

Firearms

  • Certain semi-automatic handguns, semi-automatic centerfire rifles, and shotguns considered to be “assault weapons” will only be shipped if purchased by Law Enforcement/Military departments/agencies or manufacturing FFLs.
    • Connecticut-defined assault weapons include but may not be limited to:
      • Semi-automatic, centerfire rifles having a detachable magazine, and one or more of the following: flare or grenade launcher, flash suppressor, folding stock, forward pistol grip, second handgrip, pistol grip, telescoping stock, or thumbhole stock
      • Semi-automatic, centerfire rifles having a fixed magazine with capacity greater than 10 rounds
      • Semi-automatic, centerfire rifles having an overall length less than 30 inches
      • Semi-automatic handguns having a detachable magazine, barrel length less than 12 inches and one or more of the following: ability to accept magazine outside of pistol grip, barrel shroud, forward pistol grip, handguard, second handgrip, or threaded barrel
      • Semi-automatic handguns having a fixed magazine with capacity greater than 10 rounds
      • Semi-automatic shotguns having a folding or telescoping stock and one or more of the following: pistol grip or thumbhole stock
      • Semi-automatic shotguns that accept a detachable magazine
      • Shotguns with a revolving cylinder
      • Semi-automatic, centerfire “Other” firearms having a detachable magazine, and one or more of the following: magazine outside pistol grip, arm brace, barrel shroud, flash suppressor, forward pistol grip, pistol grip, secondhand grip, threaded barrel, thumbhole stock
      • Semi-automatic shotguns having a fixed magazine with capacity greater than 10 rounds

Magazines

Capacity limit: 10 rounds. Does not include tubular 22 rimfire magazines or tubular magazines for a lever-action rifle.

To ship magazines with a capacity greater than 10 rounds, the purchaser/recipient must provide one of the following:

  • Proof of status as active-duty police officer
  • Proof of status as active-duty military member
  • Documentation that the customer is engaged in the business of manufacturing large capacity magazines
  • Law Enforcement departments or agencies must provide purchase order on department/agency letterhead
  • Military departments or agencies must provide purchase order on department/agency letterhead
  • FFL must provide a copy of their Type 07 or Type 10 FFL

To ship standard magazines up to 10 rounds, one of the following must be provided:

  • Permit to carry a pistol or revolver
  • Permit to sell at retail a pistol or revolver
  • An eligibility certificate for a pistol or revolver
  • A long gun eligibility certificate
  • An ammunition certificate AND motor vehicle operator’s license, passport OR other valid government issued identification that contains date of birth and photograph
  • FFL must provide a copy of their FFL

Delaware

Firearms

  • Certain handguns, rifles, and shotguns meeting Delaware’s “assault weapon” definitions will only be sold to the following:
    • Law Enforcement Departments/Agencies
    • Military entities
    • FFLs
    • Armored Car agencies
  • Delaware-defined assault weapons include but may not be limited to:
    • Semi-automatic, centerfire rifles having a detachable magazine and one or more of the following: flare launcher, flash suppressor, folding stock, forward pistol grip, grenade launcher, pistol grip, telescoping stock, or thumbhole stock
    • Semi-automatic, centerfire rifles having an overall length less than 30 inches.
    • Semi-automatic, centerfire rifles having a fixed magazine with capacity greater than 17 rounds
    • Semi-automatic handguns having a detachable magazine and one or more of the following: ability to accept magazine outside of the pistol grip, barrel shroud, forward pistol grip, handguard, or second handgrip
    • Semi-automatic handguns having a fixed magazine with capacity greater than 17 rounds
    • Semi-automatic shotguns having a folding or telescoping stock, and one or more of the following: pistol grip or thumbhole stock
    • Semi-automatic shotguns that accept a detachable magazine
    • Shotguns with a revolving cylinder
  • Suppressors, short-barreled rifles, and machine guns will only be sold/shipped to Law Enforcement/Military departments/agencies

To ship magazines with a capacity greater than 17 rounds, the purchaser/recipient must provide one of the following:

  • Concealed Carry Permit
  • Proof of status as active-duty police officer
  • Proof of status as a retired police officer
  • Law Enforcement departments or agencies must provide purchase order on department/agency letterhead
  • Military departments or agencies must provide purchase order on department/agency letterhead
  • FFL holder must provide a copy of their FFL

Illinois

All ammunition must ship to an FFL holder OR the purchaser may provide one of the following:

  • FOID and IL driver’s license (order may only ship to an address listed on one of these)
  • Concealed Carry license AND IL driver’s license/ID
  • Law Enforcement departments or agencies must provide purchase order on department/agency letterhead
  • Military departments or agencies must provide purchase order on department/agency letterhead
  • FFL holder must provide copy of their FFL

Armor piercing ammunition will only be sold to Law Enforcement or Military departments/agencies.
